Annual Plan 

The Annual Plan is a comprehensive framework of the development projects and service activities that a Grama Panchayat intends to implement during a financial year. It is prepared by considering the needs put forward by the people through Gram Sabhas, as well as local development requirements. The Annual Plan serves as the primary action framework for realizing the Panchayat’s development vision and objectives.

It also provides guidelines for the effective utilization of Plan Funds, Central and State Government funds, and other financial resources. The main objective of the plan is to ensure the overall development of the locality and address the basic needs of the people. It also contributes to poverty eradication, social justice, and economic growth.

The plan is formulated with the participation of Gram Sabhas, Development Seminars, and Working Groups. Subsequently, the Panchayat Administrative Committee and the District Planning Committee examine and approve the plan.

The Annual Plan covers various sectors such as agriculture, health, education, drinking water, sanitation, infrastructure development, and social welfare. Based on public participation, transparency, and decentralized planning, the Annual Plan is a key instrument for achieving the comprehensive development of the Panchayat.

Process of Preparing the Annual Plan

1. Gram Sabhas
   1. The needs, suggestions, and priorities of the people are collected through the Gram Sabhas.
2. Development Seminar
   1. The suggestions received from the Gram Sabhas are discussed and priorities are determined.
3. Working Groups
   1. Project proposals are prepared in various development sectors by the respective Working Groups.
4. Approval by the Panchayat Administrative Committee
   1. The prepared plan is examined and approved by the Panchayat Administrative Committee.
5. Approval by the District Planning Committee
   1. The plan is submitted to the District Planning Committee for final approval.
6. The Annual Plan of the Panchayat is an action framework for achieving the overall development of the Panchayat by addressing the needs of the people and ensuring the effective utilization of available resources. Public participation, transparency, and decentralized planning are the fundamental principles of the Annual Plan.
